Their program is comparable to the free cell phone program from TracFone and SafeLink. Virgin Mobile is hoping it’s program will become as popular as SafeLink Wireless’. The free cell phone and free phone service provided by Virgin Mobile is available in only twenty-two states so far. However, they expect to add more states by the end of the year.

The states currently participating (March 2011) are: Alabama, Connecticut, Delaware, District of Columbia, Florida, Indiana, Iowa, Louisiana, Maryland, Michigan, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, South Carolina, Tennessee, Texas, Virginia, Washington, and West Virginia.

Those who qualify for the free cell phone will receive a free Kyocera cell phone and 250 free monthly minutes. There are no worries for phone bills. There are no bills, long-term contracts, activation fees, recurring fees, or surcharges.

1. You must live in a state that participates in the program.
2. Your total household income is at or below the poverty guidelines set by your state. (See guidelines on Assurance Wireless website). If you’re already in a state or federal assistance program you probably qualify for a free cell phone and free phone service with Virgin Mobile.
3. You must not already have someone in your household currently getting Lifeline service through another telephone carrier.
4. Address on account must be your place of residence.
5. The phone service must be in the name of person qualified for the program.
