Not only is it for low income families, but also provides free cell phone service for disabled persons, and the elderly. It was created by TracFone who pays for the cell phones and for the cost for promoting it’s SafeLink program to consumers. No tax dollars are used to pay for the phones. The program is funded by the telecommunications companies. SafeLink has over 2 million customers in the program. It is currently available in 31 states.

Basic Qualifications To Get A Free Cell Phone w/ Monthly Minutes.

  1. You must live in a state that participates in the program.
  2. Your total household income is at or below the poverty guidelines set by your state and/or the federal government. If you’re already in a state or federal assistance program you probably qualify for SafeLink.
  3. You must not already have someone in your household currently getting Lifeline service through another telephone carrier.
  4. You must have a valid U.S. Postal address. In order for the free phone to be shipped, you must live at a residence. No P.O. Boxes can be accepted.

I can attest this is not a scam, follow the online application, if you qualify according to the criteria, no other responsibility, may get an online message to verify annual service. Takes 5-10 business days, usually 5 days. That's all there is to it.

There are more and more cell phone companies providing the free cell phone service using the Lifeline and Linkup benefits. Safelink still has the best deal of all. Most don't give as many minutes per month although I see some that roll over.

This program is out of control and will eventually have to be better regulated by the government. There are too many people taking advantage of it by getting multiple phones by going to different providers. There is no responsibility to the providers to make sure the customer hasn't already received the benefit from another provider.

Rex, I agree that the program can be better managed. Just like any other gov't program, there will be some bad apples bent on abusing it. However, I'm glad it's available to help the people who really are in need.
